4. Our advice

4.1 Reply to the investigating commissioner's request with a brief

After closing, the CE sends a report of the observations received and any questions it may have to the petitioner. The CE asks the petitioner to provide a response within twelve days. It is in the petitioner's interest to respond to the questions put to him and to give his position (with justification) on the observations sent to him. The reply brief is an essential element for the CE to justify its opinion.
