Who are the officials responsible for controlling you and, if necessary, identifying any shortcomings in the prevention and remediation of environmental damage?

The legislator refers to agents placed under the "authority of" the administrative authority, i.e. the departmental prefect (cf. article L. 162-13 of Code de l’environnement ).

ICPE inspectors are therefore competent. As sworn agents, they are also empowered to draw up a procès-verbal (report), i.e. an official document recording the existence of a fact liable to result in administrative or penal sanctions.
