1.1 The operator

The operator is the person who holds the title by virtue of which he has the legal capacity to operate the facility. In concrete terms, his identity appears on the declaration receipt, registration order or authorization order.

These may include :

  • a natural person (an individual, a manager) or a legal entity (for example, a commercial company, a local authority, a government department, a public institution);

  • a private legal entity (e.g. a trading company) or a public legal entity (e.g. a municipality).
