The implementation of the obligation to inform implies the presence of two types of actors: the one to whom something is owed (the creditor) and the one who owes something (the debtor).
2.1 Creditors of the environmental information obligation
The principle is that any interested party has the right to environmental information. There are no restrictions on nationality, qualifications, interest in taking action, or domicile.
The beneficiary may be an individual, an association, a competing company, or a local authority (communes, départements, régions).
