4. Identify regulatory texts

Regulations are issued to specify the procedures for implementing legislative texts. For example, the legislator stipulates that facilities presenting serious hazards or inconveniences are subject to prefectoral authorization (art. L. 512-1 of Code de l’environnement ); a regulatory text specifies the content of the file and the terms of the authorization application procedure (art. R. 512-2 to R. 512-45 of Code de l’environnement ).
