2. List compensatory measures

Following the preliminary stages of the operating review, and therefore the results of the situation analysis, over the ten-year period selected, the operator may need to consider additional measures to eliminate, limit and compensate for the plant's disadvantages.

The operator must not only list the compensatory measures, but also justify how and why this choice was made. The operating report must therefore contain :

• the analysis method used by the operator to decide to implement compensatory measures;

• estimated associated costs, including human investment;
