1. What is a discharge authorization?
The discharge permit is a unilateral administrative act issued by the mayor.
This authorization is independent of the prefectoral authorization issued under ICPE regulations.
It has a :
limited in time: on average, between 5 and 10 years;
renewable: if necessary after modification of the conditions of rejection set by the administration ;
precarious: it can be called into question at any time by the authorities for public health reasons, particularly if the discharge conditions laid down in the authorization are not respected.
