6. Our advice

6.1 To establish the operational response to an accident scenario, you can use a "situation scenario".

Once you've drawn up an accident scenario, run through the various phases (detection, alert, first response, second response, escalation), taking time to think about "what needs to be done in this situation".

The advantage of this method is that you can draw up an appropriate response, with the various players involved, and even with non-involved players in the event of an emergency, who will bring an outside perspective, without having to deal with the urgency of a real disaster or a full-scale exercise.
