Why is the term "ORSEC" now used instead of "emergency plan"?

In 2004, with the law on the modernization of civil security (law no. 2004-811 of August 13, 2004), a reform of emergency plans was launched.

The aim was to :

  • create a culture of civil protection: this is why the acronym ORSEC has been changed from "ORganisation des SECours" to "Organisation de la Réponse de SEcurité Civile";

  • set up an organization with trained complementary players, which requires extensive preparation and regular training;

  • use feedback - hence the term "device" replacing "plan" - to report on its evolving state.
