3. What exactly is an emergency plan?

The "emergency plan" is the former name for what is now known as the "ORSEC system". This system concerns "disasters where resources are exceeded", i.e. :

  • which cannot be controlled by the site's own resources ;

  • and/or have (or may have) consequences for neighboring populations.

The ORSEC system has several components:

  • zonal (i.e. covering several departments or regions) ;

  • departmental ;

  • maritime.

The following additional plans are included in the departmental section of the ORSEC system:
