9. Glossary

Acquired or prior rights

Once the authorization, registration or declaration has been issued, the operator benefits from an acquired right to operate, subject to the conditions imposed. This acquired right is only valid for the existing facility. Any new modification is subject to declaration, registration or authorization.

Operator

Natural or legal person, under public or private law, holder or applicant of the authorization to operate.

Infringement

Behavior prohibited by law and punishable, depending on its seriousness, by a fine and/or prison sentence.

Liability

Obligation to answer for damage before the courts and to assume the administrative, civil and penal consequences.
