The development and implementation of a PPRN involves a number of players.
1.1 The State
The departmental prefect (police prefect in Paris) is responsible for drawing up the PPRN. The plan is drawn up by government departments. It is approved by the departmental prefect, after consultation with the communes and a public inquiry.
Once approved, the PPRN is implemented under the supervision of the departmental prefect (police prefect in Paris).
