In the context of hazard studies, can the Administration impose the databases to be used?

No, because there are no databases recognized or validated by the authorities. However, experience shows that the Purple Book (CPR18 E) is now one of the most widely used databases for hazard studies. As such, it provides the French authorities with a sort of benchmark against which to judge the optimistic or pessimistic nature of the values adopted.

Is it possible to deviate from the data reported in the banks?

If the values used are taken from an industry database, these can be considered as good estimators. If no parameter (new safety barrier, change in plant operating conditions, etc.) justifies a deviation from the industry average, it will be difficult to justify not using the values reported in the database.
