2. Knowing the bidding process

Under the competitive bidding procedure, the public purchaser appoints the contractor following a procedure whose rules are set out at Code de la commande publique (articles R. 2161-2 to R. 2161-5). Negotiation is prohibited.

This procedure can be used regardless of the contract value, but is compulsory for contracts above the thresholds indicated below.
