3. Understanding the negotiated contract procedure
The negotiated procedure enables the public purchaser to choose the contract holder after consulting several candidates, and negotiating the terms of the contract with one or more of them.
The Code de la commande publique website makes a distinction between procedures with negotiation and those that do not require advertising or competitive bidding.
