3. Understanding legality control

Legality control is a procedure for checking the acts issued by local authorities and their public establishments. The aim is to check that they comply with current legislative and regulatory provisions. In the case of public procurement, the aim is to ensure compliance with the fundamental principles and legislative and regulatory provisions governing public procurement (see Knowing the fundamental principles [FIC 1008] ).
