3. Review and outlook

The assessment was mainly based on interviews conducted with eleven agents and elected representatives in early 2012 by one of the team's consultants.

3.1 Positives

The first positive point is that, even though the initial scope of the project was significantly extended, as DSIT François Fouillet put it, "the fact of being geographically dispersed over dozens of sites makes project management and monitoring more complex: "This is why there was a political will to diagnose the organization and identify actions that could improve work between departments and with citizens", Parthenay's local authorities succeeded in implementing all the new actions, in particular collaborative project management and its associated software platform.
