It's important to remember that, while overall risk assessment aims to evaluate all risks in order to rank them on the same scale in relation to each other, the specific assessment of a risk aims to characterize it specifically. Overall risk assessment enables us to work "on the surface", while the specific assessment of a particular risk enables us to work "in depth".
