4. Urban mobility players

Before examining possible governance strategies for sustainable urban mobility, aimed at moving beyond an approach focused on infrastructure development, we need to situate the players involved in urban mobility and the framework in which they operate.

Globally, there are three types of players in urban mobility:

  • public players. Today, they act as contracting authorities, building transport infrastructures for users, offering them operating services for these infrastructures and also information services on these transport networks;

  • private players. They operate within the framework of public contracts (essentially public procurement contracts, public service delegations and concessions) which operate transport networks and information services on these networks;
