The aim of a management system is to make systematic "in-house" operating procedures that clearly describe what has been decided in terms of "who does what", in what ways and under what circumstances.
All companies are structured. They are all structured more or less efficiently, but they all have their own structure geared to satisfying the objectives defined by "top management". The latter may be the minister, the board of directors or the "boss", but they all deal with the points raised below.
ISO 9001 and ISO/IEC 17025 describe similar elements to be taken into account in order to demonstrate that a company has a system for managing customer expectations that is as effective as possible for both parties.
