9. Conclusion
The precautionary principle is an integral part of a structured approach to risk analysis. It is also appropriate for risk management. It covers cases where scientific data are insufficient, inconclusive or uncertain, and where a preliminary scientific assessment shows that there are reasonable grounds for concern that potentially dangerous effects on the environment and human, animal or plant health may be incompatible with the high level of protection sought.
