Thanks to its cross-disciplinary approach and the transparency of its actions, a local authority's Agenda 21 is an integral part of its public policies, helping to bring about change. From declarations of intent to operational practices, Agenda 21 must be rigorously monitored and evaluated in a structured, shared way to guarantee its durability.

Without being a "catalog" of actions, an Agenda 21 represents a genuine local strategy for sustainable development, enabling local authorities to propose relevant and innovative solutions to the global challenges of sustainable development.
