2. Understanding the declaration and periodic inspection system

The declaration with periodic inspection (DC) system is different from the authorization (A) or registration (E) system. However, it is similar to the declaration system (D). It requires the operator to submit a declaration file, identical to the declaration file, to the local prefect. The declaration procedure with periodic inspection is also similar to the simple declaration procedure, since the Prefect issues a declaration receipt with general requirements once the file has been judged to be in order and complete.

The real difference between regime D and DC lies in the fact that the plant is inspected every five years by an approved periodic inspection body, at the operator's expense. The inspection covers the compliance points listed in the appendix to the general requirements decree applicable to the category of plant concerned.
