3. ICPE and operating regulations

For further information, please refer to the "ICPE : réglementation intégrée" database published by Techniques de l'Ingénieur.

All classified installations (ICPE) must comply with the regulations applicable to them. Operating regulations are the set of provisions, laid down by the Prefect at the time of declaration, registration or authorization of an ICPE, which the operator must respect in order to protect the interests referred to in Articles L. 511-1 and L. 211-1 of the Environment Code (Box 2).

In particular, they cover plant operating procedures, emergency response resources, and analysis and monitoring resources. In most cases, these regulations set "result" obligations, leaving the operator free to choose the means of achieving them.
