1. What are the objectives of the POI and PPI?
Although POI and PPI are both documents designed to respond to major accident scenarios, based on risk analysis and hazard studies, they do not have the same objective.
1.1 The POI (Internal Operation Plan)
It responds to internal accident situations (fire, spill, etc.).
The aim is to avoid spreading to the outside world: neighboring populations, other classified facilities, etc.
It must describe the human and material resources deployed internally, as well as coordination with external public emergency services (fire department, ambulance, etc.).
Operations are managed by the operator, with operational decisions handed over to external emergency services when they arrive.
