2. Who is affected by the POI and/or PPI?

You are required to draw up an emergency plan and an emergency response plan if you operate a classified facility subject to the Seveso high threshold regime.

Seveso high threshold establishments are those in which hazardous substances, preparations or mixtures are present in such quantities as to create particularly significant hazards for the health and safety of neighboring populations and for the environment (article L. 515-36 of the Code de l’environnement ).
