To what extent can my modification requests be taken into account?
Requests for compliance deadlines are generally accepted as long as they are reasonable and well justified (the two-year deadline seems to be a maximum).
Does the prefect have complete freedom to set his prescriptions?
No, the prefect cannot grant derogations to requirements set out in ministerial decrees.
The Prefect has "tied competence" with CoDERST if the facility is already in service at the time of the authorization application; in other words, in this case, he or she cannot modify a draft set of prescriptions if CoDERST does not agree.
