5. Review the site's classification of headings

For each ICPE heading :

  • subtotals, i.e. by hazard class, substance or chemical family according to the heading;

  • deduct the regime applicable by ICPE heading ;

  • compare the resulting diet with the previous one;

  • if there is no change in regime and you are under authorization, compare plant capacities (% increase or decrease).

INERIS and the French Ministry of the Environment have published a technical guide to help operators determine SEVESO status: "Application de la classification des substances et mélanges dangereux à la nomenclature des installations classées pour la protection de l'environnement".
