Why was the industrial plant modernization plan implemented?

The industrial plant modernization plan follows three industrial accidents at Ambes in 2007, at Donges in 2008 and on the Crau plain in 2009. The first accident, which resulted in accidental pollution of the Garonne river, was caused by the sudden opening of a tank containing crude oil; the second, which caused a spill of heavy fuel oil into the Loire estuary, was caused by a leak in a refinery transfer pipeline; the third, which resulted in pollution of the soil and subsoil of a nature reserve, was caused by a rupture in a crude oil transport pipeline. The plan was presented by the Minister of Ecology on January 13, 2010.
