3. Authorization procedure: Seveso specificities for hazard studies

The authorization procedure for Seveso plants is identical to the more general procedure for plants subject to authorization. It is therefore not detailed in this document.

Nevertheless, the hazards study, one of the main components of the operating permit application file drawn up by the operator, includes specific features linked to the Seveso classification of an establishment, which we address in the rest of this section.

In addition, the prefects have at their disposal elements for assessing the accident risk management approach presented by the operators of Seveso sites in their hazard studies. These elements are presented at the end of this paragraph.
