1. Issues and regulatory context

For decades, the international community has attached great importance to reducing atmospheric emissions of pollutants. It has been the subject of international conventions leading to European directives, which in turn have been translated into national laws and regulations.

The term "air pollution" is defined differently in different countries, and sometimes even by different organizations.

In France, the first founding law, Law no. 61-842 of August 2, 1961 on the fight against atmospheric pollution and odors, defines in Article 1 er pollution which : "generate air pollution and odours which inconvenience the population, compromise public health and safety, harm agricultural production, the conservation of buildings and monuments or the character of sites".
