4. Choose the best compromise

The choice of the best compromise is made through a cost/benefit analysis. Four criteria are taken into account:

  • technical and normative (effectiveness in terms of risk reduction), with control of sources and impacts (through elimination of the source and/or deactivation of transfer routes);

  • economic (costs including studies, expert appraisals, works, easements, construction measures,...
