1. Understanding non-classification and classification regimes
1.1 Non-classification regime (NC)
An activity or substance may appear in the ICPE nomenclature, but if the project does not exceed the classification thresholds indicated by the heading, the activity or substance is not classified (NC).
Example: a reading of heading 2930 of the ICPE nomenclature shows that the activity of repair and maintenance of motor vehicles and engines is classified if the workshop has a surface area of over 2,000 m 2 . Below 2,000 m 2 , the activity is not classified.
An unclassified substance or activity can be freely implemented and operated. The operator is therefore not subject to the provisions of the ICPE regulations....
