3. Understanding the links between the two regulations
The two regulations are independent of each other. For example, the ICPE inspector cannot sanction non-compliance in the field of occupational health and safety, just as the labor inspector cannot sanction non-compliance with an atmospheric emission limit value.
This independence of the two sets of regulations does not preclude informal rapprochements. Some local initiatives encourage consultation meetings and joint inspections between ICPE inspectors and labor inspectors.
There are also points of coordination between the two regulations, through :
the "health and safety" section of the ICPE authorization application file;
the role of the CHSCT in establishments with at least one ICPE subject to authorization, and in particular the most hazardous facilities....
