The term "emergency plan" covers a number of plans and systems, each of which includes the following information:

• definition of issues and targets (i.e. the environment and civilian populations) ;

• definition of the hazards to which they are exposed, and accident scenarios;

• measures for coordinating emergency response resources linked to the defined risks, between the various players involved;

• preparation and training methods.
