Are there TLVs for each substance?

No, only particularly hazardous substances and/or those produced in large volumes are subject to TRVs. Official bodies are not in a position to work on the 100,000 or so substances on the market. This is why REACh asks manufacturers to define DNELs and DMELs, which can be used while awaiting official TRVs.

Are TRVs harmonized at European or international level?

It should be remembered that TRVs are part of the risk management measures implemented in each country, and that these TRVs are defined according to toxicological and epidemiological criteria, as well as socio-economic criteria that take into account the industrial accident scenarios adopted in each country. In other words, the notion of acceptable risk for a substance may vary from country to country, for a variety of reasons....
