2. Implementing the classification procedure
The classification procedure involves the local authority in charge of the project carrying out a comparative assessment of the economic, environmental and technical advantages and disadvantages of the various heat and cold production solutions available in the various areas of its territory (study of project profitability and sources of financing).
The procedure for classifying a heating network makes connection to the network compulsory for all new buildings within a given perimeter. This classification is automatic for existing public service networks. For other networks, it follows a decision by the competent authority.

at least 50% of the network is supplied by renewable or recovered energy sources;
