3. Deploy the IPMVP protocol and draft the activity report
Deployment of the protocol and preparation of an M&V plan is an essential step towards reliable assessment of energy and financial savings.
A complete M&V plan and the report drawn up at the end of this process must include the 13 points listed below. The design office or SSEE in charge of implementing the process must comply with them, while the plant/site operator has the right to demand that all these points be addressed.

Describe these improvement actions, the expected result and the commissioning procedures. Identify any planned changes to baseline conditions (e.g. temperature settings in unoccupied buildings).
