1. Specify the objectives of the IPMVP protocol and describe the activities of the M&V plan (measurement and verification).

The deployment of the IPMVP protocol includes a number of objectives, some of which are listed here.

• Increase energy savings: accurate determination of energy savings gives facility owners and managers valuable guidance on their energy conservation measures (AEE/MCE).

• Document financial transactions: energy savings are the basis for performance-based financial payments or guarantees in a performance contract (CPE in particular). A well-defined and implemented M&V plan can be the basis for documenting performance transparently and subject to independent verification.

• Increase funding for efficiency projects: a good M&V plan increases the transparency and credibility of efficiency investment results. It also increases the credibility of efficiency investment projections....
