4. What are the regulations governing full compensation for additional costs incurred by suppliers?

4.1 Decree no. 2011-1595 of November 21, 2011

As a reminder, the Caisse des dépôts et consignations (CDC) is responsible for managing the account used to offset the costs incurred by gas suppliers purchasing biomethane, and for collecting the contribution used to offset these costs.

Expenses are equal to the additional cost of purchasing biomethane, assessed with reference to the price on the wholesale natural gas market, plus direct management costs. The contribution made by gas suppliers to finance these costs is based on the quantities of gas invoiced to end consumers.

Each year, the CRE must propose to the Minister for Energy the forecast charges for the coming year (including the regularization of charges recorded in previous years)...
