2. Birth of the public sanitation department

Investigations other than those mentioned in the introduction have been carried out and have enabled us to acquire a wealth of knowledge, such as that listed below.

In the proceedings of the 18th Hydraulics Days, held in Nantes from September 14 to 16, 1982, the following proposals were noted (quote):

• "in terms of maintenance (of individual sanitation systems): the organization of systematic maintenance rounds should be envisaged with the dissemination of these procedures;

• local authority intervention and public funding. Independent sanitation will undoubtedly continue to be carried out on private property, but public funding already intervenes in many ways on private property.
