3. Compulsory responsibilities of a Spanc
3.1 Intervention parameters
Under French Water Act no. 92-3 of January 3, 1992 and its implementing decree of May 6, 1996, local authorities are required to inspect existing and new non-collective sanitation systems. Local authorities are responsible for carrying out performance diagnostics on existing individual sanitation systems. These diagnostics are intended to assess the proper operation of the systems and detect any faults. In the event of non-compliance, owners must carry out the necessary work to bring their systems up to standard.
