3. Terminal program

3.1 Definition and purpose

A terminal is a public building, built by a public contracting authority (State, local authorities and their groupings, public establishments, chambers of commerce and industry). Consequently, the construction operation must comply with the law on public contracting and its implementing decrees. In particular, the project owner must draw up a program, in accordance with article 2 of this law:
