 INTRODUCTION

Access control is a technique that subjects entry to a site, building or premises within a company to access authorization, with the aim of protecting employees, production tools and data. This control applies to :

  • company personnel ;

  • visitors, suppliers and service providers, after-sales service, couriers and delivery personnel;

  • to certain members of staff for certain sensitive areas within the company ;

  • at any time, or at certain times of the day or night, and on certain days;

  • staff vehicles (fleet management) or supplier vehicles.

The installation of an access control system must comply with the French Labor Code, not forgetting all the issues relating to social legislation, such as :

  • notify the CHSCT ;

  • obtain the agreement of the Labour Inspectorate and the Works Council;

  • take into account the recommendations of safety commissions or fire departments and consulted organizations (APAVE, SOCOTEC, etc.).

It must also comply with the French Data Protection Act (Act no. 78-17 of January 6, 1978, amended by Act no. 2004-801 of August 6, 2004, which takes into account European Parliament and Council Directives 95/46/EC of October 24, 1995), which stipulates that any company that sets up and then manages a computerized file containing nominative data must declare it to the French Data Protection Authority (CNIL).

It must not interfere with the proper operation of emergency exits or, more generally, with personal safety.

It is important to draw up internal regulations describing access controls and their various operating procedures. In addition, the law requires that controlled property boundaries be marked by bollards, fences, signs or any other identifiable means.

Today, the opposite is true, with increasingly sophisticated technology imposing itself on the individual by prioritizing access according to internal organization and the risks to be monitored:

  • computer room and design office ;

  • malice, sabotage ;

  • destruction ;

  • information systems penetration ;

  • espionage.
