2. Regulatory and institutional framework

Although the deployment of experimental mini-grids does not necessarily require a specific framework, this is no longer possible in an industrial deployment context. While the questions that arise are the same regardless of where the mini-grid is developed, the answers obviously depend on the local legal and regulatory framework.

We can therefore distinguish between two types of network: minigrids located exclusively on private property and those located partly on public property.

2.1 Private domain

Minigrids that do not use the public domain to serve their customers are only subject to the rules concerning the right to produce according to their own energy resources and the safety rules for indoor installations. It should be noted...
