4. Techniques for evaluating the effectiveness of hair care products
Although cosmetics are not subject to marketing authorization like medicines, they must still meet a number of requirements. According to Regulation (EC) No. 1223/2009, it is necessary to ensure that products are safe for human health when used under normal or reasonably foreseeable conditions (Article 3) and that product claims are accurate (Article 20). Therefore, in addition to assessing the product's safety and toxicity, it is recommended that an efficacy dossier be compiled to highlight the product's properties and effectiveness, thereby confirming the marketing claims made. Several in vitro, ex vivo, and in vivo study models can be used to demonstrate the efficacy and mode of action of anti-hair loss or hair growth activator ingredients.
