3. EFQM today in France

The foregoing benchmarks would seem to lend credence to the thesis that EFQM is of great interest. However, if we take a factual approach – recommended in the concepts, since the inception of the – reference framework, it has to be said that the approach has not really caught on in France. The foundation reports 30,000 users in Europe, including 500 members (counting those in the Middle East). Applying a ratio of 20% to these figures (approximate ratio of GDP France/Europe), we would have 6,000 user organizations and 100 members. The list on the EFQM website mentions some fifteen members in France, and the estimated number of companies or organizations practicing the approach is put at a few hundred... Could it be that France is allergic to the approach, or has it developed a phobia of TQM (Total Quality Management) over the years? The fact is, we're not known for our enthusiasm for management...
