What is the difference between an ERS and a health section (or sanitary section)?

There is no difference; these are two terms used to refer to the study that analyzes the potential effects of the operation’s emissions, discharges, and nuisances on public health and hygiene.

As part of the ERS, do all operational scenarios need to be taken into account?

No, the health study covers only normal operations at the site, including critical operational phases where applicable (such as shutdowns and restarts of facilities…). It does not include the impact of accidental operations, such as explosions, fires, or the release of normally contained substances, which are addressed in the hazard study.
