3. What reference framework can we use?

Article 7 of arrêté du 4 octobre 2010 stipulates that the initial status and monitoring plan must be drawn up either on the basis of a professional guide recognized by the Minister for the Environment, or on the basis of a methodology developed by the operator. In the latter case, the prefect may require a critical analysis by an external expert body chosen by the operator in agreement with the authorities.
