3. Phase 2: the prefectoral authority determines whether the modification brought to its attention is substantial
The prefect will determine whether or not the significant change notified by the operator is substantial.
This assessment covers two hypotheses:
the prefectoral authority checks whether the modification will lead to regulatory criteria and thresholds being exceeded;
if no overruns are observed, it carries out an assessment on a case-by-case basis.
